This is very weird as I checked the statistics of the shop and it said there were many educated workers. I am playing on the Xbox One edition, and I noticed that my commercial zones were complaining, so I checked what was happening and it turned out there was not enough educated workers. Please explain your issue is in as much detail as possible.
